steps: chibi korra

walk through not a tut., i guess my last one was helpful so here ya go! >.< *too lazy to write LOL

The difference between the shading step and effects is the glowing outline and I added a gradient teal layer and set this to overlay and I also used the airbrush with a royal blue and set this on overlay above the water so the water would be more vibrant ^^
